Do you have an equality, diversity and inclusion committee, office or officer (or the equivalent) tasked by the administration or governing body to advise on and implement policies, programmes and trainings related to diversity, equity, inclusion and human rights on campus?

Existence of committee, office or officer.

The university has several committees and offices to implement EDI. The Gender Equity Committee (attach 1 & 2) to ensure that gender discrimination is minimized on campus and that there is a channel for complaints. The Faculty and Employee Grievance Review Committees ensure the rights and interests of teachers and staff and their channels for complaints (attach 3 & 4). The Indigenous Student Resource Center was established under Article 18, Education Act for Indigenous People, to integrate resources on and off campus and provide counseling and services for indigenous students (attach 5).

  1.  Establishment Guidelines for the Gender Equity Education Committee of National Taiwan Normal University

    In order to promote gender equity on campus and to prevent and process gender discrimination, sexual assault, and sexual harassment so that the rights of faculty, staff, and students may be protected in a safe educational environment, NTNU approved the establishment guidelines for the “National Taiwan Normal University Gender Equality and Sexual Assault Prevention Committee” in the 66th General Meeting on October 29, 1997, and thereafter officially established the “National Taiwan Normal University Gender Equality and Sexual Assault Prevention Committee”. In order to substantially advance equality in gender positions, eliminate gender discrimination, protect personal dignity, and ingrain and establish the resources and settings required for equity education, the university agreed in the 83rd General Meeting on June 12, 2002 to officially changed the name of the committee to the “National Taiwan Normal University Gender Equity and Sexual Assault Prevention Committee”. Later, in coordination with the promulgation of the “Gender Equity Education Act”, the university passed in 89th General Meeting on June 9, 2004 to change the name of the committee again to the “Gender Equity Education Committee of NTNU”.

  2. The Gender Equity Committee Committee has the following tasks:

    (1) Integrates university resources, drafts gender equity education proposals, implements them, and reviews the results of implementation.
    (2) Plans or holds gender equity educational events for students, faculty, staff, and parents.
    (3) Researches, develops, and promotes gender equity education courses, teaching, and evaluation.
    (4) Researches and drafts the implementation of gender equity education as well as prevention measures for sexual assault and sexual harassment on campus, establishes mechanisms, and coordinates and integrates relevant resources.
    (5) Investigates and processes cases related to the Gender Equity Education Act.
    (6) Plans and builds gender equity safe spaces on campus.
    (7) Promotes gender equity related family education and social education in communities associated with NTNU.
    (8) Other gender equity education affairs of NTNU or communities associated with NTNU.

  3. National Taiwan Normal University Organizational and Review Guidelines for Faculty Grievances Committee(中文English):
    The Committee shall consist of 13 to 15 members, including full-time faculty members, social justice-conscious citizens, scholars and experts, delegates from local teachers’ organizations, and representatives of the University, of whom no less than two-thirds shall be faculty members who do not concurrently hold administrative positions. The number of members of either gender shall not be less than one-third of the total number of members. However, depending on the nature of the complaint, additional experts may be appointed to participate in meetings as advisory members.   
  4. National Taiwan Normal University Regulations Governing the Organization and Review Procedures of the Staff Grievance Review Committee

    To safeguard the rights and interests of staff, resolve disputes, promote campus harmony, and enhance administrative efficiency, National Taiwan Normal University has established the “Staff Grievance Review Committee.” The term “staff” refers to the University’s formally appointed administrative personnel, scarce-category technical personnel, contract-based employees hired in accordance with the University’s Guidelines for the Employment of Contract Personnel, campus security police, and technical and general service staff.

    The Committee shall consist of eleven to thirteen members, each serving a two-year term. Its composition includes three administrative personnel (including scarce-category technical personnel), three contract-based employees, one campus security police officer, one technical or general service staff member, and three members appointed by the President. Members of any one gender shall constitute no less than one-third of the total membership. Among the members appointed by the President, one must be a legal professional, and one must be a faculty member of the University who does not hold an administrative position.

  5. National Taiwan Normal University Directions for the Establishment of Indigenous Student Resource Center
    (1)Integrating affairs and resources regarding Indigenous students. 
    (2)Promoting the development and edification of Indigenous students. 
    (3)Providing counseling service and assistance for Indigenous students, especially those in difficult circumstances. 
    (4)Providing career services and counseling. 
    (5)Linking opportunities and resources off-campus to Indigenous students. 
    (6)Encouraging connections between Indigenous students and their tribes. 
    (7)Informing the Indigenous students about the courses, activities, forums, lectures related to tribe languages and ethnic identity development. 
    (8)Other affairs related to Indigenous students. 

Existence of anti-discrimination and anti-harassment policies.

There are measures to prevent and deal with the occurrence of gender discrimination and sexual abuse, etc. The Gender Equality Act and the Gender Friendly Accommodation Network are in place to protect the rights of gender equality.

Regarding the DEI of the physical and mental disabilities and indigenous services, the University Law, Chapter 5, Student Affairs, Article 24 states that Admissions to universities shall be conducted individually or in conjunction with other institutions based on the principles of fairness, impartiality, and openness; regulations on the method of enrollment (including examinations), quotas, identification of candidates, avoidance of interest, review of results, procedures for handling complaints from candidates, and other matters to be complied with shall be drawn up by the university and submitted to the Ministry of Education for approval before implementation.

The Law on the Protection of the Rights of the Physically and Mentally Handicapped and the Law on Employment Services guarantee the rights of different identities to enjoy fair and just employment and search for jobs.

   2.National Taiwan Normal University Guidelines for the Implementation of Gender Equity Education
In accordance with the Gender Equity Education Act, the University has established guidelines to promote gender equity education, safeguard the rights and dignity of faculty, staff, and students, and eliminate gender discrimination. The University provides a gender-friendly and safe learning environment, ensuring equal treatment in admissions, teaching, assessment, and all administrative practices regardless of gender or sexual orientation. It also offers support to disadvantaged individuals and protects the rights of pregnant staff and students. Through curriculum development, training, and awareness initiatives, the University fosters gender equity consciousness and implements comprehensive prevention mechanisms, supported by dedicated funding to sustain these efforts.

  3.National Taiwan Normal University Regulations on the Prevention and Handling of Gender Discrimination, Sexual Assault, Sexual Harassment, and Sexual Bullying
The University is committed to preventing gender discrimination, sexual assault, sexual harassment, and sexual bullying on campus by promoting education and awareness of respect and bodily autonomy. It ensures a gender-equal and safe learning environment, prohibits discriminatory treatment based on gender or sexual orientation in employment, admissions, and campus activities, and provides support for disadvantaged and pregnant students. The University also offers relevant information on prevention and available remedies.

The University maintains a Gender Equity Education Committee website, where users can access the University’s Establishment Guidelines for the Gender Equity Education Committee, the Guidelines for the Implementation of Gender Equity Education, and the Regulations on the Prevention and Handling of Campus Gender-Related Incidents. Relevant national laws and regulations can also be consulted on the website.

  5.National Taiwan Normal University Regulations for the Establishment of the Special Education Center
The University’s Special Education Center provides comprehensive on-campus support services, including resource room programs that assist students with learning, daily life, and transition needs, as well as professional consultation for faculty and peers to promote an inclusive campus environment. The Center also engages in nationwide special education research, development of assessment tools and instructional materials, administrative support, and professional training, while collaborating with government agencies, schools, and industry partners. In addition, it actively participates in international exchange and cooperation to advance academic development and share best practices in special education.

Do you an Anti-bribery and corruption policy?

Existence of anti-bribery and corruption policy or equivalent.

1. The University’s website has a dedicated section on Administrative Neutrality and Conflict of Interest Avoidance. This section ensures staff comply with regulations such as the Civil Servants Administrative Neutrality Act, the Ethical Guidelines for Civil Servants, and so on. These regulations ensure staff execute their duties impartially and maintain political neutrality.  They also prevent corruption and the improper transfer of benefits.

2. The University has established an internal control systemformulated the “National Taiwan Normal University Risk Management Promotion Guidelines. ” It also publishes the implementation of internal control and auditing every year. This review reviews the execution of various operational procedures within departments and offers recommendations for improvement.

The University has established a Conflict of Interest Avoidance section, where users can access regulations related to the impartial execution of official duties, educational materials on conflict of interest avoidance, and a whistleblower reporting mailbox.
(2) Internal Control Audit System and Report

The University’s Office of the Secretariat has established a dedicated section for Internal Control Audit Plans and Reports. This section provides access to the University’s internal control system, high-risk operational items, internal control statements, and risk management implementation guidelines. It also allows users to review the University’s internal audit plans and reports from recent years.

Does your institution have a dedicated staff member or team whose sole responsibility is to advance sustainable development at the institution? If so, please provide evidence.

The Office for Sustainable Development was established in 2020 with five staff (https://www.sdgs.ntnu.edu.tw). The office has achieved successful missions as follows:

(1) International Sustainability Achievements

The office has participated in the QS World University Sustainability Ranking since 2023 and in the Times Higher Education (THE) World University Social Impact Ranking since 2021; it has also published annual sustainability reports since 2021.

(2) University Sustainable Governance

The office has conducted a complete greenhouse gas inventory, obtained third-party verification, and publicized the results. It has also convened the Sustainable Development Committee to promote the carbon reduction action plan and formulated the “Measures to Reduce the Use of Free Tableware and Packaged Drinking Water.”

(3) Campus Sustainability Action

The office has promoted activities for net-zero green living on campus, such as the plastic reduction (5R) program and reusable cups… . It has also conducted surveys, analyzed staff and students sustainability literacy, and implemented a University’s social responsibility program for SDG 6.

Does your organisation support and facilitate a holistic ethical organisational culture?

Our organisation develops clear ethical values (e.g., diversity, honesty, respect, fairness) and these are enshrined in a publicly available strategic document.

NTNU has policies to enforce the principles of equality and respect for faculty and staff with different identities, such as gender, aboriginal status, and physical and mental disabilities. Recently, research ethics has emerged as an organizational culture, and the university has established a Research Ethics Review Committee (attach 1) and set up National Taiwan Normal University Guidelines for the Research Ethics Governance Framework (attach 2), requiring faculty and students to understand and practice the culture of research ethics within the university.

The University has established a Research Ethics Review Committee. Through its website, users can access relevant research ethics regulations, review procedures, and application guidelines. Online resources are also available to assist in preparing submission materials and completing the review application process.

(2) National Taiwan Normal University Guidelines for the Research Ethics Governance Framework

In accordance with the Human Subjects Research Act, the University has established a research ethics governance framework to safeguard the rights of research participants. This framework includes a Research Ethics Advisory Committee, a Research Ethics Review Committee, and a Research Ethics Appeals Committee, which are responsible for policy development, ethical review, and handling appeals, respectively, ensuring independence and fairness in the review process. A Research Ethics Center, under the Office of Research and Development, provides administrative support, conducts ethical reviews, offers consultation services, delivers training, and manages project monitoring, with dedicated funding supporting its operations.

Our university provides training based on those values at all levels of the organisation.

The Center for Research Ethics has an online education and training program to assist faculty and students applying for the University’s Research Ethics Clearance.

There is an office for ethical compliance within our institution, with a designated official with oversight on ethical matters across the institution.

Our organisation has an internal reporting system to assure the confidentiality of whistleblowers or a grievance procedure for staff concerning an employment matter

To protect human rights, prevent sexual abuse and harassment, and provide a channel for complaints after an incident has occurred, the University has a standardized campus procedure for gender-based incidents and a channel for complaints to prevent and deal with such incidents. This protects gender rights and the personal safety of staff and students.

(2) Key Points of Sexual Harassment Complaints and Investigations :

To handle complaints of sexual harassment, the University shall establish a Sexual Harassment Grievance Review Committee (hereinafter referred to as “the Committee”). The Committee shall consist of fifteen to nineteen members, with the President serving as Chairperson, and shall include the Academic Affairs Dean, Student Affairs Dean, General Affairs Dean, Director of the Student Counseling Center, Director of the Preparatory Programs for Overseas Chinese Students, representatives of faculty and staff, as well as experts and scholars in the field of gender equity education.

Victims of sexual harassment may file a complaint with the Committee in accordance with the Gender Equality in Employment Act or Article 13, Paragraph 1 of the Sexual Harassment Prevention Act. Complaints filed under the Sexual Harassment Prevention Act must be submitted within one year of the occurrence of the incident.

Complaints of sexual harassment may be submitted in writing or orally. If submitted orally, the receiving personnel or unit shall prepare a written record, which shall be read aloud to or reviewed by the complainant for confirmation. Once the content is verified as accurate, the complainant shall sign or affix a seal to the record.

Does your university have a student union?

Our university has a recognised student union that represents both undergraduate and postgraduate students at university level.

Article 54 of the “National Taiwan Normal University Organizational Regulations” clearly stipulates that to cultivate students’ autonomy and the concept of the rule of law and to ensure students’ participation in matters related to their study, life, and rights at school, the University should guide students to establish the Autonomous Association (hereinafter referred to as the Student Union) by democratic procedures. The Student Union is composed of all university students.

The highest autonomous organization of students is the National Taiwan Normal University Student Union, which has established the National Taiwan Normal University Student Union Constitution. Its purpose is to cultivate students’ self-governance and democratic concepts, promote student rights on campus, and actively participate in social issues to pursue a co-prosperity between the University and Taiwanese society. The Student Union has a Facebook fan page to post its information and announcements.

The University has established a Student Affairs website, where users can access the regulations governing Student Affairs meetings, meeting minutes, and various student-related service resources.

(2) Rules of Procedure of the Student Affairs Council

The Committee shall becomposed of Vice President of Student Affairs, Associate Vice President of Student Affairs, Vice President of Academic Affairs, Vice President of General Affairs, heads of NTNU departments, directors of NTNU graduate institutes, directors of NTNU degree programs, director of the Preparatory Programs for Overseas Chinese Students, executive director of the Athletic Department, director of the Environmental Safety and Hygiene Center, one representative student adviser from each college, and seven to thirteen student representatives. The term of each student adviser representative and student representative is one year. The student adviser representative from each college shall be recommended by each college, and student representatives shall be selected in accordance with Article 56 of the NTNU Organizational Charter.

Has your institution formed a Sustainability committee?

National Taiwan Normal University established the Sustainable Development Committee in 2019 and revised its key points in 2024. The Council consists of 11 to 13 members. The President serves as the Chairperson. In addition to the ex-officio members of some university administrators, a student representative and three to five scholars are selected to serve on the Committee.

The missions of this Committee are: (1) To promote and build an inclusive and sustainable campus environment. (2) To encourage research in sustainable development and keep up with the latest international trends. (3) To promote social responsibility and international sustainable development initiatives. (4) To promote relevant education and help faculty and staff develop sustainability literacy. (5) To strengthen the relationship between the University, the community, and society and build regional partnerships.

The Committee meets regularly to oversee and review the effectiveness of the sustainability work and has accomplished essential results such as setting carbon neutrality goals for the University, promoting carbon reduction action plans, life transformation strategies to develop a net-zero green campus, renewable energy evaluations, the effectiveness of energy-saving measures, participation in international sustainability competitions, and the establishment of university alliances and partnerships.

Two essential achievements in 2024 were building green energy on the Linko campus and conducting the Greenhouse Inventory of all campuses.

The Office of Accounting of NTNU issues the university’s financial report annually. The university has established a dedicated section for the disclosure of university affairs and financial information, which publishes financial planning reports, financial data analysis, university funds performance, fund changes and expenditure purposes, etc. Additionally, more detailed financial information is available on the Accounting Office website, demonstrating its clear financial flow and financial status.

The University regularly convenes University Affairs Meetings and Administrative Meetings. Does your university’s governing body have student representation?

The university’s governance is based on the “Measures for Selecting Representatives of National Taiwan Normal University University Affairs Meeting.” Representative elections are held regularly and in accordance with the procedures to nominate teachers, students, staff, researchers, and other representatives to manage the university affairs. There are 23 legal representatives, 78 teacher representatives are one-tenth of the total number of teachers, 13 student representatives are one-tenth of the council representatives, and 4 staff members. The list of representatives and the lists of each committee are announced on the NTNU Office of Human Resources official website.
