The National Taiwan Normal University (NTNU) has committed to carbon neutrality, aiming to “reduce carbon emissions by 50% by 2030 and achieve complete carbon neutrality by 2048,” actively responding to global climate change. To promote university-wide sustainable development goals and specific implementation plans, NTNU established the “Sustainable Development Committee” and set up the “Sustainable Development Office” in 2019. In NTNU public information, including the “Strategic Development Plan 2020-2025” and the “2024 Sustainability Annual Report”, show that sustainable development has been listed as a key development goal in NTNU. Does your institution provide mandatory annual dedicated training on environmental aspects of sustainability for staff members (faculty and professional staff members)? Please insert link to training/evidence description:
National Taiwan Normal University provides four hours of Environmental Education (Education for Sustainability) per year, following the Taiwan Environmental Education Act. The Personnel Office is responsible for staff training. It offers lectures on the environmental aspects of sustainability, including environmental protection, climate change, green procurement, disaster prevention training, and energy management. According to statistics from the NTNU personnel education and training system and lifelong learning portal, the total hours of environment-related training for staff members in 2024 is 5,446 hours, with 748 employees. Each staff member in 2024 received an average of approximately 8 hours of environmental aspects training courses.
Does your institution have an assessment tool for assessing sustainability literacy and knowledge of all staff (Academic and Professional)?
NTNU has an assessment tool for assessing sustainability literacy and knowledge. This tool is updated annually, the latest version contains 15 questions. It covers the cognitive and affective aspects of sustainable development and net-zero emissions, and action aspects, such as the number of times bringing own bottles for refunds.
The 2024 survey results showed that staff knowledge of sustainability scored 6.7 (out of 11). Most faculty have a basic understanding of the greenhouse effect and carbon emissions. In terms of action, about 87% of staff have developed the habit of bringing their own eco-friendly cups, demonstrating sustainable action.
Does your institution have an assessment tool for assessing sustainability literacy and knowledge of all students?
The Sustainability literacy tool developed by the Sustainable Development Office consists of 15 questions. Including cognitive and affective aspects of sustainable development, such as the causes of global warming and issues related to the EU’s CBAM. And the action aspects of personal behavior, such as the frequencies of beach cleaning.
The 2024 survey results show that students’ knowledge of sustainability is at a medium level, and most students have a basic understanding of the greenhouse effect and carbon emissions. In terms of action, about 60% of students have developed the habit of bringing their own eco-friendly cups, demonstrating sustainable action.

NTNU implements green procurement, following the Taiwan Ministry of Environment green procurement performance evaluation guidelines, and gives priority to purchasing products with environmental labels. NTNU has established green procurement standard operating procedures to promote the implementation of green procurement operations. NTNU green procurement execution rate in 2024 is 99.96%, demonstrating support for the production and use of green products. Link to your institution’s sustainable investment policy.
In the NTNU 2024 Financial Planning Report, showed that the NTNU investment plan will continue to select companies that operate sustainably and steadily, protect the environment, and fulfill social responsibilities as investment targets to implement the University Social Responsibility (USR), and respond to SDGs.
In addition, NTNU currently does not invest in industries with high pollution or high carbon emissions, which can be confirmed by the resolution of the Investment Management Committee Meeting. The 350 Taiwan website also shows that NTNU is the second university in Taiwan to publicly announce the school fund will implement responsible investment. Together with more than 170 higher education institutions around the world that have fully or partially divested from the fossil fuel industry to become part of the education sector’s fight against the climate crisis and practice sustainable development.

NTNU has student clubs dedicated to sustainable development. NTNU Sustainability is a student club that focuses on sustainable development. It hopes to build an environment for sustainable action at the university and to exert the sustainable influence on college students. And “蔬大人肚子餓”, which is a community that introduces vegetarian restaurants near campus, to promote sustainable eating. In addition, the NTNU Student Union will also hold lectures on sustainability topics, to share sustainable concepts with students.

NTNU conducts 2023 campus greenhouse gas inventory and verification. Verification Criteria and GHG Programme was performed on the basis of The Greenhouse Gas Protocol as well as criteria given to provide for consistent GHG emission identification, calculation, monitoring and reporting. The verification was conducted in accordance with ISO 14066:2023, ISO 14065:2020, ISO14064-3:2019.

Presence of a Research Centre with a specific focus on environmental sustainability.
NTNU has several research centers focused on environmental sustainability, including:
(1) Intelligent Computing For Sustainable Development Research Center: It is a college-level center in NTNU, providing forward-looking predictive capabilities and analytical simulations for the sustainable development of technology, medicine, and environment. It is also a communication and cooperation platform for scientific computing algorithms, the use of high-performance computing software and hardware, and the cultivation of international interdisciplinary scientific computing talents. (2) Department of Life Science: Several professors in the Ecology and Evolution Group of the Department of Life Sciences conduct research related to the ecological environment. For example, Professor Chen mainly studies how global climate change (droughts and floods) affects the continental shelf ecosystem, focusing on the consumption of organic carbon and carbon cycle of plankton, hoping to understand the operation and function of marine ecosystems and achieve a sustainable and healthy marine ecological environment. Professor Lin studies biogeochemical cycles, monitoring the input and output of substances into and out of ecosystems to assess the impacts of acid rain and nitrogen deposition on ecosystems. (3) TIGP Biodiversity Program: Academia Sinica has established the Taiwan International Graduate Program (TIGP) in collaboration with the Alliance of National Key Research Universities in Taiwan. In response to the rapid decline in biodiversity, the balance of the ecosystem has been disrupted, posing a huge threat to the continued survival of extant species, including humans. The establishment of the TIGP Biodiversity Program provides a unique opportunity for aspiring young scientists to receive multidisciplinary training, and contribute to basic research that improves our understanding of biological diversity in and around Taiwan, and ultimately, to influence public policies for the conservation and sustainable use of biological resources. Our university offers on-campus accommodation
NTNU is committed to providing a supportive and accessible environment for students with disabilities through both policy and infrastructure support.
- Policy Support: According to Article 3 of the National Taiwan Normal University Regulations for Student Dormitory Counseling, students with disabilities who apply for on-campus housing are given top priority in bed allocation, ensuring access to suitable and convenient living arrangements.
- Infrastructure Support: NTNU provides accessible dormitory rooms in Student Dormitory 1 and Dormitory No. 2 for students with disabilities. Additionally, Student Dormitory 1 has special dormitory rooms for students with temporary mobility impairments due to injury or illness, which can be applied for with a medical certificate.

Civil servants in NTNU must complete a 5-hour “Democratic Governance Values” course as required by the Directorate-General of Personnel Administration (DGPA). This course covers gender equality, integrity and service ethics, human rights education, transitional justice, administrative neutrality, multiculturalism, and civic engagement.
NTNU also provides comprehensive social sustainability training through:
1. Internal Training System: The university’s Online Education and Training System offers courses such as Gender Equality (7 courses), Multiculturalism (1 course), Human Rights Education (1 course), and Special Education Knowledge (1 course).
2. External Training Opportunities: Staff can access courses via the DGPA’s Lifelong Learning Platform, which offers diverse courses covering these topics.
Based on statistics from these two platforms, NTNU staff completed 10,263 hours of social aspects training in 2024. With 748 staff members as of December 2024, this equates to 14 training hours per person.

Do you offer, manage or deliver outreach projects (education, health, information services, reading, community engagement, tutorials) for the local community?
In 2024, NTNU implemented nine University Social Responsibility (USR) projects in collaboration with local communities and schools. These projects focus on rural education, health promotion and Psychological Counseling for the Elderly , local revitalization, plastic reduction education, and Mandarin instruction for new immigrants. Some project highlights are as follows:
Rural Education (2 Projects) – These initiatives train future rural educators, develop modular teaching materials, and engage underprivileged students in hands-on science experiments.
Health Promotion and Psychological Counseling for the Elderly (2 Projects) – NTNU provides technology-assisted health screenings, personalized wellness advice, and well-being programs. Through the Hsin-Tien Psychological Counseling Clinic, mental health services such as lectures, individual counseling, and family therapy are also offered.
Local Revitalization (3 Projects) – Three Teams in Taipei, New Taipei, and Kinmen collaborate with local communities to utilize cultural and environmental resources in exploring development through workshops, exhibitions, and interpretive activities.

Do you provide on-campus or local health and wellbeing services?
Provision of healthy and affordable food choices for all on campus.
NTNU’s Health Center oversees food hygiene management, ensuring that campus dining vendors adhere to strict hygiene standards, including workplace sanitation, staff hygiene, food preparation and service processes, ingredient inspection, and compliance with the campus food ingredient registration platform.
Since 2020, a Food Supervision Committee, composed of faculty and student representatives, has collaborated with university nutritionists to conduct regular food safety inspections and enhance the annual five-tier food safety quality control system. In 2024, NTNU began encouraging campus food vendors to provide nutritional labeling to help students and staff make healthier dining choices. Additionally, clear guidelines for campus dining tenders ensure that vendors provide meals that are both healthy and affordable, aligning with campus needs.
Access to physical health-care services including information and education services.
NTNU provides access to physical health-care services through Health Center, which oversees medical care services, food hygiene management, health education services, and occupational safety and health services. Faculty and students receive discounted consultation fees, and financial assistance is available for disadvantaged students. The Health Center regularly organizes various health-related event for faculty and students. In 2024, it hosted 14 health seminars, 3 first aid training sessions, and 1 flu vaccination event. Additionally, the center’s website offers various health promotion information for faculty and students.

Access to sexual and reproductive health-care services including information and education services.
NTNU’s Health Center provides comprehensive sexual and reproductive health resources through its website, which includes a Sex Education Section and a Maternal Health Protection Section. These sections compile and share educational materials, awareness campaigns, and links to support services.
In 2024, the Health Center organized eight sexual education events, with a total participation of 1,264 attendees, promoting awareness and access to essential health information.
Access to mental health support for both staff and students.
NTNU has one of the leading Psychology and Counseling departments and graduate institutes in Taiwan. NTNU is committed to supporting the mental health of faculty, students, and public. To this end, NTNU established the Hsin-Tien Psychological Counseling Clinic, which offers psychological counseling, mental health services, and educational outreach. Faculty and students are entitled to up to six free counseling sessions per year, each lasting 50 minutes.

Human Resources Office website features an “Employee Assistance Section,” which compiles and publishes various mental health support resources.
For Students
The Student Counseling Center provides one-on-one professional counseling services, which students can book online. Since March 2023, NTNU has introduced “Mental Health Leave,” allowing students to take leave for psychological or emotional well-being without the need for documentation. Upon receiving a leave request, the university activates a support mechanism, offering counseling information and, if necessary, arranging further counseling or medical assistance.

The university has several committees and offices to implement EDI. The Gender Equity Committee (attach 1 & 2) to ensure that gender discrimination is minimized on campus and that there is a channel for complaints. The Faculty and Employee Grievance Review Committees ensure the rights and interests of teachers and staff and their channels for complaints (attach 3 & 4). The Indigenous Student Resource Center was established under Article 18, Education Act for Indigenous People, to integrate resources on and off campus and provide counseling and services for indigenous students (attach 5).

Existence of anti-discrimination and anti-harassment policies.
There are measures to prevent and deal with the occurrence of gender discrimination and sexual abuse, etc. The Gender Equality Act and the Gender Friendly Accommodation Network are in place to protect the rights of gender equality.
Regarding the DEI of the physical and mental disabilities and indigenous services, the University Law, Chapter 5, Student Affairs, Article 24 states that Admissions to universities shall be conducted individually or in conjunction with other institutions based on the principles of fairness, impartiality, and openness; regulations on the method of enrollment (including examinations), quotas, identification of candidates, avoidance of interest, review of results, procedures for handling complaints from candidates, and other matters to be complied with shall be drawn up by the university and submitted to the Ministry of Education for approval before implementation.
The Law on the Protection of the Rights of the Physically and Mentally Handicapped and the Law on Employment Services guarantee the rights of different identities to enjoy fair and just employment and search for jobs.

This section ensures staff comply with regulations such as the Civil Servants Administrative Neutrality Act, the Ethical Guidelines for Civil Servants, and so on. These regulations ensure staff execute their duties impartially and maintain political neutrality. They also prevent corruption and the improper transfer of benefits.
2. The University has established an internal control systemformulated the “National Taiwan Normal University Risk Management Promotion Guidelines. ” It also publishes the implementation of internal control and auditing every year. This review reviews the execution of various operational procedures within departments and offers recommendations for improvement.

The Office for Sustainable Development was established in 2020 with five staff (https://www.sdgs.ntnu.edu.tw). The office has achieved successful missions as follows:
(1) International Sustainability Achievements
The office has participated in the QS World University Sustainability Ranking since 2023 and in the Times Higher Education (THE) World University Social Impact Ranking since 2021; it has also published annual sustainability reports since 2021.
(2) University Sustainable Governance
The office has conducted a complete greenhouse gas inventory, obtained third-party verification, and publicized the results. It has also convened the Sustainable Development Committee to promote the carbon reduction action plan and formulated the “Measures to Reduce the Use of Free Tableware and Packaged Drinking Water.”
(3) Campus Sustainability Action
The office has promoted activities for net-zero green living on campus, such as the plastic reduction (5R) program and reusable cups… . It has also conducted surveys, analyzed staff and students sustainability literacy, and implemented a University’s social responsibility program for SDG 6.
Does your organisation support and facilitate a holistic ethical organisational culture?
Our organisation develops clear ethical values (e.g., diversity, honesty, respect, fairness) and these are enshrined in a publicly available strategic document.
NTNU has policies to enforce the principles of equality and respect for faculty and staff with different identities, such as gender, aboriginal status, and physical and mental disabilities. Recently, research ethics has emerged as an organizational culture, and the university has established a Research Ethics Review Committee (attach 1) and set up National Taiwan Normal University Guidelines for the Research Ethics Governance Framework (attach 2), requiring faculty and students to understand and practice the culture of research ethics within the university.

Our university provides training based on those values at all levels of the organisation.
The Center for Research Ethics has an online education and training program to assist faculty and students applying for the University’s Research Ethics Clearance.

Our organisation has an internal reporting system to assure the confidentiality of whistleblowers or a grievance procedure for staff concerning an employment matter
To protect human rights, prevent sexual abuse and harassment, and provide a channel for complaints after an incident has occurred, the University has a standardized campus procedure for gender-based incidents and a channel for complaints to prevent and deal with such incidents. This protects gender rights and the personal safety of staff and students.

Does your university have a student union?
Our university has a recognised student union that represents both undergraduate and postgraduate students at university level.
Article 54 of the “National Taiwan Normal University Organizational Regulations” clearly stipulates that to cultivate students’ autonomy and the concept of the rule of law and to ensure students’ participation in matters related to their study, life, and rights at school, the University should guide students to establish the Autonomous Association (hereinafter referred to as the Student Union) by democratic procedures. The Student Union is composed of all university students.
The highest autonomous organization of students is the National Taiwan Normal University Student Union, which has established the National Taiwan Normal University Student Union Constitution. Its purpose is to cultivate students’ self-governance and democratic concepts, promote student rights on campus, and actively participate in social issues to pursue a co-prosperity between the University and Taiwanese society. The Student Union has a Facebook fan page to post its information and announcements.

Has your institution formed a Sustainability committee?
National Taiwan Normal University established the Sustainable Development Committee in 2019 and revised its key points in 2024. The Council consists of 11 to 13 members. The President serves as the Chairperson. In addition to the ex-officio members of some university administrators, a student representative and three to five scholars are selected to serve on the Committee.
The missions of this Committee are: (1) To promote and build an inclusive and sustainable campus environment. (2) To encourage research in sustainable development and keep up with the latest international trends. (3) To promote social responsibility and international sustainable development initiatives. (4) To promote relevant education and help faculty and staff develop sustainability literacy. (5) To strengthen the relationship between the University, the community, and society and build regional partnerships.
The Committee meets regularly to oversee and review the effectiveness of the sustainability work and has accomplished essential results such as setting carbon neutrality goals for the University, promoting carbon reduction action plans, life transformation strategies to develop a net-zero green campus, renewable energy evaluations, the effectiveness of energy-saving measures, participation in international sustainability competitions, and the establishment of university alliances and partnerships.
Two essential achievements in 2024 were building green energy on the Linko campus and conducting the Greenhouse Inventory of all campuses.

The Office of Accounting of NTNU issues the university’s financial report annually. The university has established a dedicated section for the disclosure of university affairs and financial information, which publishes financial planning reports, financial data analysis, university funds performance, fund changes and expenditure purposes, etc. Additionally, more detailed financial information is available on the Accounting Office website, demonstrating its clear financial flow and financial status.

The university’s governance is based on the “Measures for Selecting Representatives of National Taiwan Normal University University Affairs Meeting.” Representative elections are held regularly and in accordance with the procedures to nominate teachers, students, staff, researchers, and other representatives to manage the university affairs. There are 23 legal representatives, 78 teacher representatives are one-tenth of the total number of teachers, 13 student representatives are one-tenth of the council representatives, and 4 staff members. The list of representatives and the lists of each committee are announced on the NTNU Office of Human Resources official website.
