Salaries are reviewed and adjusted by the government’s review committee based on multiple factors, including changes in the cost of living, average national income, population trends, economic growth rate, and wage levels in the private sector.
As of 2024, the average monthly salary of NTNU faculty and staff is NT$111,806, which is significantly higher than the Taipei City poverty line of NT$19,649 per person per month as announced by the local government.

8.2.2 Employment practice unions
According to the “Regulations for Implementing Labor-Management Meetings,” NTNU convenes labor-management meetings every three months to coordinate labor relations and discuss working conditions, employee welfare, and other related matters. In 2024, four sessions were held. The current labor-management committee consists of five labor representatives and five management representatives, serving a four-year term. Notably, 60% of the current labor representatives are women, demonstrating NTNU’s commitment to gender inclusion and equal participation in labor governance. 8.2.3 Employment policy on discrimination
“In compliance with Article 5 of Taiwan’s Employment Service Act, NTNU strictly upholds the principle of equal employment opportunity. The regulation stipulates that employers are prohibited from discriminating against any job applicant or employee based on race, religion, political affiliation, gender, sexual orientation, age, disability, marital status, appearance, or any other personal characteristics.

8.2.4 Employment policy modern slavery
It is NTNU’s policy to fully comply with Taiwan’s Labor Standards Act, which strictly prohibits forced labor, modern slavery, human trafficking, and child labor. According to Article 5, employers shall not use any illegal means to force workers to perform labor. In addition, in accordance with Chapter IV of the Act, NTNU ensures appropriate management of employees’ working hours, rest, and leave, protecting the rights and well-being of all staff members.
Furthermore, NTNU adheres to Articles 44 and 45, which clearly prohibit the employment of child laborers. All recruitment and employment practices at NTNU follow national labor regulations to ensure that no individual under the legal working age is employed in any capacity.
8.2.5 Employment practice equivalent rights outsourcing
NTNU ensures that all outsourced labor services comply with labor protection regulations. In all tender documents for outsourced projects, contractors are required to guarantee that employee wages shall not be lower than the statutory minimum wage. Moreover, contractors must provide labor insurance, employment insurance, and national health insurance, as well as contribute to the labor pension fund in accordance with relevant laws.

8.2.8 Employment practice appeal process
By the ” National Taiwan Normal University Organizational and Review Guidelines for Faculty Grievances Committee ” and the ” Organizational Directives for Employee Appeals, Arbitration, and Committee ” NTNU has established “Faculty Grievances Committee” and “Employee Appeals and Arbitration Committee” to ensure that faculty and employees have fair opportunities to appeal against any alleged unfair, illegal, or inappropriate or that their rights have been violated due to inaction. In that case, they may file appeals according to the regulations, and procedures for filing and reviewing appeals are clearly defined. In 2024, the University received a total of four appeal cases.
